The Australian government is under pressure to change the Disability Support Pension (DSP). A recent Senate inquiry was harshly criticized. Over 805,715 Aussies depend on the DSP, with a maximum rate of $1,047.10 a fortnight. This is less than the poverty line of $1,224.36.
Disability and social services groups have spoken out against the government’s weak response. The 2022 Senate inquiry found the DSP was not enough and its application process was too hard. Despite 30 recommendations, the government said it was too late to act. This has caused anger among advocates who want quick changes.
Major highlights
- Over 805,000 Australians rely on the Disability Support Pension (DSP)
- The government’s ‘lacklustre’ response to a Senate inquiry has angered disability advocates, who want urgent DSP reforms
- Barriers to accessing the DSP, the risk of poverty for recipients, and flaws in the claims process must be addressed
- Disability groups are demanding the government take action to transform the inadequate DSP system
- Overhauling the DSP is critical to support the 5.5 million Australians living with a disability
Current State of Disability Support Pension in Australia
The Disability Support Pension (DSP) is a vital support for Aussies with disabilities. By September 2024, 805,715 people received DSP. The maximum payment is $1,047.10 every two weeks, or $74.79 daily. This amount can change based on a person’s assets and income.
Number of Recipients and Payment Rates
In the 2023-24 financial year, the government spent $21.3 billion on DSP. Next year, this is expected to rise to $21.9 billion. Yet, the DSP rate is less than the Henderson Poverty Line of $1,224.36 fortnightly. This means many struggle financially.
Rejection Rates and Application Challenges
Last financial year, about 113,000 DSP claims were made. Sadly, 50,100 were rejected, a 44% rate. Those rejected often get the lower JobSeeker payment of $55.57 daily. This payment comes with strict rules. Advocates say this system can push people with disabilities into poverty.
Impact on Living Standards and Poverty Line
The struggles of DSP applicants and recipients affect their living standards and well-being. Many face challenges in proving their disability’s permanence and severity. This is true for cancer survivors, those with episodic mental illness, and people with progressive or fluctuating conditions.
“People face challenges in demonstrating the permanency and severity of their disability to qualify for the Disability Support Pension (DSP).”
As a result, many Aussies with disabilities lack the financial support they need. This pushes them below the poverty line, making it hard to live a good life. The government’s response to this issue is critical. It will determine if the disability assistance system in Australia truly helps those who need it most.

Government’s Response to Senate Inquiry Recommendations
The government’s response to the Senate inquiry on the Disability Support Pension (DSP) has faced criticism. Social Services Minister Amanda Rishworth said the government is working on other disability reforms. These include changes to employment programs and responses to the royal commission.
But, the minister also admitted the previous Liberal-National government ignored the report when it was first presented.
The government updated the impairment tables for DSP assessments in 2023. Yet, disability advocates see this as just the beginning. They say it doesn’t fix the deep problems in how the DSP is run.
The Senate inquiry suggested 22 changes to the government. But, important ideas like making claims easier and increasing funding for disability services haven’t been done yet.
The Australian Government is committed to helping people with disabilities. They aim to improve lives under the Australia’s Disability Strategy 2021–2031. But, the fight for better financial aid, entitlements, and payments for disabilities continues.
As of September 2024, there were 805,715 DSP recipients in Australia. The maximum basic rate is $1,047.10 per fortnight, or $74.79 per day. This can be reduced based on assets and income.
